they are allowed to collect actual fee they needed, like ARC renewal fee at NIA, but placement fee they should not.
you could consult on your case 1955.
if the employer doesn’t renew your contract, they at least should help you to find another employer. how long till the end of your contract? they should do it at least two months before the termination date.
but it sounds you already have a new contract., so call to 1955 and ask.

I have already new contract sir my ARC is until q4 2026… But the HR told me I’m Until q1 2024

guessing q4 and q1 means late and early of the years.
q4 2026 is the end of your new contract. Is the q1 2024 the termination date of your original contract, or is it an extended one? When there is a contract, your employer cannot just end it without a good reason, if Labor Standard Act is applied to your job. what options you have depends on the details of your situation, so call to 1955
