There are several trains, and you can reserve a seat, if you buy early enough.

Take the train. From Taibei to Yilan, not only is the train about a half hour faster (unless they’ve finally opened that underground highway), but the scenery right north of Toucheng is much more scenic on the train, and the train is probably even a little cheaper.
