In Japan many of the hospitals and universities had cheap cafeterias with decent quality stuff.

You will have to adjust your definition of ‘decent’.
In Taiwan, and especially in relation to cafeterias, ‘decent’ means ‘costs less than 100NTD.’
Quality and nutritional value are not factored in.
