Can anyone explain the logic of showing skin here?

There is little cleavage to be shown were none is there. I’ve complained a lot here and at work about people wearing culifaldas -microskirts that are not there covering the burning bush nor cheeks. We’ve had people coming to work wearing sweaters , for Heaven’s sake, that obviously require pants, lycras, whatever underneath. Thinks MRT pants-free day… in a public, G’ment office. sigh

Just a matter of what is often seen and what is not. Legs are often seen , boobs are not. Therefore showing boobs draws more (much more) attention then showing legs and therefore attracts comment/opinion both positive and negative.

it is an interesting double standard. girl’s don’t show cleavage here because their padded bras would be in plain sight.

I think it is something they simply aren’t used to. Work them up to it, start them off with your most conservative v-neck and work your way down.

You can see a lot more cleavage now than just a few years ago. I think it may be the western diet.
