What specialized Chinese do you need for buying a scooter? Just pick your CC, check if it has disk brakes (recommended), and test drive it. Honestly, probably just better off a brand new one.

And then they might ask about add-ons I could want, which I won’t understand. There’s a lot to discuss.

As others have said, pick your cc, go to your local scooter shop and see what they have. WRT to finance - on a 2nd hand scooter - unlikely, the contract will be nothing more than a piece of paper you sign agreeing to buy scooter X for Y money, they will probably add an extra 3-500 to register the bike in your name and to make a one-off chop to do that.
No second hand shop is going to ask you that. They just want to get rid of their junk. That is all off the top of your head, IE you are just making things up lol. Just go to a shitty looking shop that you won’t buy from and practice talking there.
