I was down further south from where that picture was taken and the rescue guys were out watching something so I stopped by. Guy swimming. Upstream. They said somebody had called about a person in the river but he was swimming. The guy I talked to called the swimmer an idiot but they were leaving without trying to get him out.
If it is Tamsui river, maybe you cannot.
