The nuts are raw and fresh, commercially packaged, for private consumption.
You could try one of these stores.
Preferably the larger ones in Taipei.
They could readily have what you want.
Or you could ask whether they could get it for you.

Probably the best way to do this would be to get them from the Philippines yourself, or have someone there send it to you.
