Can you file tax on behalf of a friend?

A friend of mine will be leaving Taiwan and going back to home country. Will it be possible for someone else to file his tax on his behalf after he’s out of Taiwan? (by someone I mean a normal person, not a tax accountant or something like that)

Guarantee of filing and payment of individual income tax

(1) Guarantee for the filing of the leaving year:
An alien who intends to leave the territory of the R.O.C. and is not able to file his/her individual income tax return before leaving the R.O.C. shall appoint a Taiwanese citizen of qualified financial capacity to be the guarantor and fill out an “Agent Appointment and Acceptance” form before his/her departure. The agent shall be responsible for filing the alien’s tax return and paying tax in accordance with the provisions of the Income Tax Acts.

So looks like one can only appoint a citizen and not any foreigner.

In the even that the individual is out of the country, is it possible to still file income tax statement? I might need it for my work permit.

Need copy of his/her ID (ARC) and a chop (as form of signature).
