Do you need a visa? If so, the prices seems to be pretty standard all over Taiwan. about 27,000/term. Your cost of living would be lower if you studied in Pingtung, Yunlin, or Hualien. I will leave it to you to find the Mandarin Training Centers there. Google is your friend.

If no visa required, you can just take a couple of days of private classes and study more on your own. Many people find this more effective than daily classes.

Do you mean passive income that allows you the freedom to do whatever you want? Or do you mean playing games and watching Chinese movies is somehow your source of income?

In that case, just use your budget to take one-on-one lessons at TLI, Taiwan Mandarin Institute, or one of the other private buxiban-type Chinese language schools in the Guting/Shida area.

If you are really feeling cheap, you might be able to take classes for new immigrants through Taipei City.
