Child's Last Name - Rules and Regulation

My wife (Taiwanese citizen) and I (American citizen) have just had a child here in Taiwan. We wish to name our child using the mother’s last (maiden) name for the child’s last name. The local registrar’s office tells us doing so is impossible under existing rules, however I feel this should be within the rights of the parents to decide.

Has anyone encountered this problem? Any recommendations?
