Chinese no longer considered ROC nationals

If I’m reading this correctly, the executive yuan has ruled that Chinese are no longer considered ROC nationals. Seems to stem from a case where a Chinese cyclist was electrocuted and the family sought government compensation.

Taiwan used to be a place where people who wanted to escape from Communism could go if they managed to swim to Kinmen.

Did the written law actually change? Or they’re just saying this?

they said the explanation issued in 1993 by ministry of justice is no longer effective.

so does this mean they will no longer issue 入台證 for mainland people visiting Taiwan and issue a regular visa in their PRC passports?

or would this reinterpretation of the law not be related to the act governing mainland people?

There are no changes in the actual execution of the law.

some laws separate mainland people and roc nationals explicitly, some laws just mention roc nationals and foreigners. in some cases where the latter case of laws were relevant, the 82 explanation was used to determin how the law applied to mainland people. the new order tells to each authority to check their laws, and to ammend them if they are not separate mainland people and roc nationals, instead of using the 82 explanation.
