This is true for most countries. Take Australia, the infrastructure is owned by Telstra, everyone else is a 3rd party, like TPG, iiNet, vodafone ect.

What came to my mind when I first saw the title of the article:

yes, probably the only way to make money for these smaller operators, since you don’t need to own, invest, maintain expensive capital assets, just differentiate on business model and customer service.
