looks basically like a ride-on service, such as the cheap cell line plans in the US that borrow the data lines of the main telco providers.
This is true for most countries. Take Australia, the infrastructure is owned by Telstra, everyone else is a 3rd party, like TPG, iiNet, vodafone ect.
What came to my mind when I first saw the title of the article:
yes, probably the only way to make money for these smaller operators, since you don’t need to own, invest, maintain expensive capital assets, just differentiate on business model and customer service.
