My girlfriend is having a huge problem right now with her landlord. It is caused by two independent issues. The first is a cockroach infestation the landlord lied about when the rental was made. The landlord said there were no cockroaches there, but everyday she has to kill an average of 6 cockroaches. She couldnt stand it so she spent there only 14 days. Since then she was living with me, but not cancelling the contract, hoping it would get better, leaving poison everywhere.
She went back several times to check if it did get better, but it never did, so she now decided to cancel the contract and asked the landlord to give her back the deposit. Here comes the second problem: The landlord rejected to give her back any of the money (30000 TWD) saying that there was a water bill to pay and electricity bill.
The electricity bill was around two hundred something, but the water bill is 3280 TWD, because apparently my gf used 206 cubic meters of water. my girlfriend called the water company and the water corporation confirmed the fee.
The landlord is threatening to sue her tomorrow if she doesnt give her the money for this bill. ( I dont really know why, because she has the deposit).
My question is simple, but i am really clueless right now. What can we do?

Before leaving, help your gf catch as many cockroaches as you can. And fill up as many transparent jars as you can. Then leave the jars of dead cockroaches inside the empty apartment. Also pay the water bill with 3,280 X 1 NT coins. Put the coins inside one of the jars of dead cockroaches.

I love your suggestion, but its too late for that, sadly, I was thinking of putting them in red envelopes, because chinese cant reject red envelopes, lol .
Anyway, that doesn’t get the money back, but thanks for the idea.
Did you have the water reading before moving into the apartment?
For what I can think, either the landlord is asking you guys to pay for accumulated water bill or there’s a lot of leaking in the apartment. Either way, it’s not your responsibility to pay for it.
Regarding the cockroach infestation, I don’t think there’s much you can do. Once you moved in, you accept the apartment as is, including all the pets and pests. That’s one of the reasons you should visit and evaluate the apartment before signing the contract. The landlord can always say that there were no cockroaches and that all came in when your girlfriend went out and let food for them for 14 days…
Tell him sure, you’ll pay the water bill, and he’ll meet you with NT$27,000 in cash (or whatver it is) as the returned deposit. (I’d pay NT$3000 just to get out of this one.) Oh, and of course he’ll give you a receipt for the rent paid and the above amount for the water bill, etc, so she can take it off her taxes/claim it with her company/whatever story you want to make up. You are reporting this rental income, right, Mr. Landlord? So of course it’s no problem to give us a receipt for that, I’m sure?
