Be careful because there are different types of corn flour; the names get confusing. For making tortillas, masa harina is probably what you want. I’ve seen it recently at Breeze Super (Nanshan) and the Mia C’bon in Taipei 101. I’ve only used the Bob’s Red Mill masa harina here for making tortillas, although perhaps there are other options: I guess the Pan stuff upthread also works?

Usually different. The City Supers I believe are connected to Sogo. The two main ones I go to, near Zhishan station and Zhongxiao Fuxing, are both in a Sogo.
