Actually, the Panama flag of convenience spares a ton of fees, especially when crossing the Canal. It is used worldwide by most companies.
If it is a local case then we’d expect to see contacts test positive too. So far this has never happened in any of these grey area cases (of which there have been a great many). Which is why there’s no reason to count them as local cases, and as you say to query the self-testing done.
In New Zealand every time there’s been a random local case it’s lead to a local cluster. The virus doesn’t just disappear for long periods of time, if it’s transmitting it’ll eventually turn up in multiple cases.

I think he got off quite lightly, was blatantly out of quarantine. The fact that he moved from a hotel to his friends place and not his own indicates there was some reason preventing him from staying in his own apartment and yet he was heading there when caught.
They knew that they would be getting paid it seems as they came armed with the means for him to pay on the spot.

I agree. He shouldn’t have done it. But I’m not sure if these draconian fines are useful. They clearly don’t keep people toeing the line, do they? I think a carrot-and-stick approach would be more effective at achieving the desired result. While doing quarantine myself, it was apparent that they really don’t give a fuck if you’re hungry, thirsty, or ill. I suspect these people who break quarantine have a purpose that seems reasonable to them, even if it looks selfish to everyone else.
Well, it seems that he had an attachment to Taiwan - simply suggesting that they might cancel his ARC etc and deport him would have hit him a lot harder.
Actually I think they very much do! I know I would be damn careful if I was in quarantine here! Look at other countries without the huge fine and people are just ignoring the requirement. I firmly believe the majority of Taiwanese would completely ignore it were there not huge fines.

Punishments - in general terms - work in a very narrow sense in that they make people afraid to break the rules. But they are largely ineffective at achieving 100% compliance, and they have various unintended side-effects. There’s a massive amount of research on this. That Canadian girl, for example, will be resentful of the way she was treated; rightfully so, IMO.

And most other countries have little or lax Quarantine, which people just decide is optional - USA has none? the UK has some but lax enforcement, the rest of EU has bugger all? And look what happened.

Bear in mind that these people are almost certainly COVID-19 negative. Even if they are positive, experience to date suggests that people who “go rogue” don’t transmit to anybody else. That’s the reality. Punishments ought to fit the (purported) impact on society.

Absolutely not, the pilot who “went rogue” caused pretty much the biggest scare in Taiwan.
Funnily enough, no, they’re not. It’s quite possible to set up a punishment regime that results in more lawbreaking than you would otherwise expect.
My point was merely that it would be better to be nice to people if you want them to play nice. Give them a payout on “release”, for example, or send them goodies while they’re quarantined. It would cost very little. Break quarantine and you not only get punished - a modest amount would be as effective as a large amount - but you also lose your “bonus”.
All this “punish the bastards harder!” that people are posting here is exactly why draconian punishments are not a good idea. When the punishment is out of all proportion to the crime, people’s natural sadism bubbles up to the top. It brings out the worst in everyone, instead of fostering a spirit of community and support. They think it’s OK to be unpleasant and to snitch on their neighbours just for the buzz of vicariously hurting someone. The same sort of mindset is what gave rise to ghastly punishments in medieval times.
Everyone loses sight of the goal to focus on the fun part: punishing people.
Causing a scare is not the same thing as causing infections. There have been no recorded cases of transmission from incoming positives.
In the context of quarantine they very much are, results speak for themselves. Show me a country with no fines and better adherence to quarantine rules, other than China obviously…
