Chen stated that case no. 895 is a Taiwanese man in his 20s who traveled to the U.S. last October and returned to Taiwan on Jan. 24 of this year. On Jan. 25, he noticed an abnormality in his senses of smell and taste.
The health department arranged for him to undergo a coronavirus test, and he was diagnosed on Jan. 28. The health department has identified 24 contacts, among whom 11 have been told to enter home isolation, while 13 have been asked to start self-health monitoring.
Why are there so many contacts being ordered to quarantine and undergo self-health monitoring if this guy just came back? Wasn’t he under quarantine, and wouldn’t anyone on the plane with him already be under quarantine too?
Could be seated near him on the aircraft?
Perhaps another report will clarify the details.

And the other guy from today on the contrary had no contacts as it should be: “The health department arranged for him to be tested for the coronavirus and he tested positive for COVID-19 on Jan. 28. Since he had been undergoing quarantine at home alone in his residence for two days before the onset of symptoms, no contacts have been listed in his case” So 24 contacts is an awfully high number for this
All people on the aircraft should already be in quarantine anyway since it came from abroad so this cannot really be the reason

Their status changes from 居家檢疫 (Home Quarantine) to 居家隔離 (Home Isolation). Instead of getting calls from 里幹事 once a day, they are monitored by the health department and get calls twice a day.

Case no. 896 is a Taiwanese man in his 20s who traveled to Germany last August and returned to Taiwan on Jan. 22. On Jan. 25 and 26, he began experiencing a fever and runny nose, respectively.
A test arranged by the health department came back positive for COVID-19 on Jan. 28. Since the man had been undergoing quarantine alone in his residence two days before the onset of symptoms, no contacts have been listed in his case.
But still strange since in the other case from today the absence of any cases was not explained by the fact that he maybe flew on an unmanned aircraft, but because he “had been undergoing quarantine alone in his residence”
Though of course the journalist writing the article might just not fully reflect the facts
Here is the US CDC’s definition of a close contact:
For COVID-19, a close contact is defined as any person who was within 2 meters , or 6 feet, of an infected person for a total of 15 minutes or more starting from 2 days before illness onset (or, for asymptomatic patients, 2 days before positive specimen collection) until the time the patient is isolated (or until the end of the infectious period if not isolated before then).1,2
I believe the Taiwan CDC follows a similar guideline: no contacts have been listed because he arrived on Jan. 22 but did not show symptoms until Jan. 25, so it had been more than 2 days since he had had any contacts. The Taiwan CDC is considering changing the definition though, as the second doctor in the hospital cluster only had contact with the first infected doctor for 10 minutes, and still got infected.
This is sad on a number of levels, the biggest being that Germany is probably China’s biggest b*tch in all of Europe and perhaps all of the Western world.
