They can also issue cards based off of your bank balance which is what they did in the rush to issue out as many cards as possible in the shortest amount of time.
Banks don’t like to use this method as the credit limit will be low. But it saves time.

Whenever I fill up with gas in the dodgy areas of New Zealand the gas attendants now check to see if am white through the glass.
If I’m white I can pay later (once I finished filling up). If I am colored I have to prepay and then fill up. Even tested that theory with an dark cousin of mine… He drove the nicer car too.

There is one section where I can increase or decrease my credit limit. Just enter some details and apply for it to be changed. Better I use the card first but I don’t need a higher limit that’s for sure.
For foreigners copy of the passport is required unless u r already a client of the bank (having account or another card with them) since they already have that on record.
I asked the credit card guy at Costco just now about income requirements. I needed to know since they changed banks if the requirement changed. They said I just needed 20,000nt in my bank account if I don’t have any verifiable income or properties to my name, which is the same as the last bank.
I just got around to it today, went to the instore desk in XiZhi, employee was very helpful and just asked that I bring my APRC and passport next time, nothing else required as long as you’ve been employed for more than a year and paid tax in Taiwan as they can look up your salary from tax details. They’ll take a photo onsite if you want a photo on the card, didn’t mention whether the application needs to be signed with a Chinese name or not but assume so. Said turn around would be a couple of weeks. Also said there is no annual fee even if you do not use the card (From what I read this is only for the first year though so perhaps a little saleman’s white lie). Don’t see any point in the world card as there’s nothing additional that I need, intend apply for the middle, black card, version. Anyone apply recently and have the same experience?
