The Fubon Omiyage card has downgraded to a very mediocre card now, with 1.7% Cashback on both Line Pay and swipes.
Seems like Taishin (Richart) Go Go Card is the best again with 3.8% cashback, and compatibility with 7/11 and FamilyMart and LinePay

Do you have that card? A comparison of the Chinese and English websites suggests that Taiwan’s first foreigner-friendly digital bank (I’m talking about Richart, in case it isn’t clear
) isn’t going out of its way (by which I mean at all bothering) to market it to foreigners.
Also just noticed they seem to require a Taiwanese guarantor:

Just go to a branch, speak in Mandarin, show off your Gold Card and establish good 關係 with them. Show them your other credit cards. Should be enough to remove the guarantor requirement…
Does that mean you haven’t got this card? ![]()
(I don’t think this is the correct meaning of guanxi, is it? I always understood it as referring to a more complex network of old friends and acquaintances who can be called upon for things - not something I’m going to establish with a speedy 90-minute trip to a Taiwanese bank to open a credit card.)
I don’t have this card yet, but I will go soon to apply for it. Will let you know how it works.
I used the word to mean “relationship” (I believe that’s one of the meanings of the word?). I think a lot of the decisions they make are decided based on that 60 minute conversation you have with them. I would recommend bringing all documents, showing your existing cards and statements (if you can), speaking in Mandarin, and politely asking them to remove the guarantor requirement. Has worked in the past for me for other cards
Then pls complain to the financial Ombudsman if they refuse to process or review without that as it is discriminatory.
I already have a taishin card (richart cards are all issued by taishin) and that has not been requested, I simply mailed in all the docs to the card centre, going to branch is useless.
Oh I’m not planning to apply for it, at least for now. @DunderMifflin brought it up.
Should just file an FSC complain for the hell of it.
I have a query regarding the credit card,
I wanted to apply for one but all banks stated that their policy is strict towards foreigners, and that we need a Taiwanese guarantor. The problem I have no Taiwanese friend and I dont know hot to get it!!

You forgot to state your question.
But if the question is what to do, there are some suggestions in this thread, including applying by mail rather than in a branch and involving the FSC or Ombudsman.

If you read through the threads you will find that is not so. Next time someone from a bank branch tells you that tell them you will complain to the FSC about discrimination.
Also read the other threads as discussed already.

I’m in the middle of trying to apply for a credit card with Huanan bank, as advertised on their website for gold card holders, and it isn’t going well lol. I’ve been in here for over an hour now, at one of their purported bilingual branches. Apparently that means taking me over to the one guy who speaks decent English (the wealth management guy), who’s actually pretty alright but hadn’t seen the web page before and didn’t know anything about the scheme. He asked me several times how I’d heard…
Yeah, I should have posted here today. I flagged it before after seeing @Lost’s post and asked for that discussion to be moved here, but nothing happened. ![]()
If you’re applying by at the branch, those people don’t know anything and are professional liars and/or idiots.
I have 3 credit cards, no guarantor, no gold-card.
Find the banks paper application on their website, fill it out, mail it with supporting docs. Don’t speak to the branch. The majority of the time they will send you a card after a few weeks, if they make a fuss and still don’t want to give you one @Mataiou Is the expert
Bringing Taiwan to the World and the World to Taiwan
ridiculous.
well, thanks to @anon24369109 advice, I managed to get CTBC to increase my limit by attaching them a photo of my latest tax statement. Got 100K (asked for 200k, but anyways). Now can finally book a flight with my CI card

Did they only give you the 30K limit as well on the CI Business card? When the CTBC lass called me about increasing the limit I said I am not a new CTBC customer so expected a business CI card to at least have enough limit to buy a business class ticket.
Glad you got an increase.
Something that’s occurred to me recently as more of us have been formally complaining about different banks is that it’s kind of cute how incompetently they’ve so far been discriminating against foreigners (and most foreigners haven’t been willing to complain about).
Like actually telling us that we need guarantors specifically because we’re foreigners and writing this on their websites. It seems like the smart way for them to go about it would be to just quietly decline the application without telling us the reason, because once they tell us the reason it makes it quite easy for us to complain.
I suppose the hope of all the complaints is that banks revise their policies so that the next foreigner who comes along doesn’t need to complain… but it’d be annoying if the policy revision was instead to tell their staff not to make it so obvious to our faces that we’re being discriminated against. ![]()

Well HSBC seems to have changed their need a guarantor to no guarantor required after Matteo’s FSC complaint. Thing is most foreigners cannot be arsed they just accept well that’s the banks policy, They don’t know about the FSC so don’t write in and complain and be good little trouble makers.
In fact I was the same really got lazy. It’s Comfy and Matteo got me into using the FSC and it has been good. My wife thinks I’m a trouble maker now lol
Foreigners who now apply to banks that have dropped the guarantor required policy are not aware of what Matteo and Comfy have done with their crusades against the banks. It’s great Matteo works for a fin tech bank as he knows what should be done and what to do about it. Best new immigrant around here. Give the man dual citizenship I say.

Yeah, it’s what I was referring to. I remember that there are cases where banks did revise their policies after the complaints, but I don’t know that all of them are doing that or just making an exception for difficult customers when they do complain.
