Sure. Just file for a change of info.
I went today and can confirm you don’t need a reason to apply for a new APRC but you have to pay NT$1000 if you’re doing it for no reason.
Changing your photo doesn’t count as a legitimate reason.
That’s surprisingly expensive. I would have thought they’d want people to keep their photos relatively recent.
How much does it cost if you lose it or it gets damaged?
They do not care.
