Where can I get Bacalao… (salted cod), saffron, and other Spanish food (as in buying ingredients as opposed to buying it already cooked in a restaurant) in Taiwan?

I saw copious amounts of saffron being used in an herbal mix in a Chinese medicine clinic a couple weeks ago. It was cheap saffron from China, but it was saffron all the same.
You can buy expensive saffron at the Breeze Center, and it wouldn’t surprise me if they have it at the Indian grocery store on Zhongxiao E. Rd. Sec. 5.
