If it says ‘no data’ then you don’t have a ticket. I don’t know if it works for more complex cases like DUI. This is for traffic violation tickets like a camera caught you speeding.

It is for everyone. The Chinese language version shows more details than the English version.
The website shows you Taiwan Pay QR-Code. That is basically a digital bank transfer supported by most Taiwanese bank apps.
Also many payment apps in Taiwan (JkoPay, Easy Wallet, etc.) let you pay bills and fines.
