Easiest way to send a small amount of money to China?

I need to send NT$2,000 to a friend in China. I thought about doing an ATM transfer, but that didn’t work.

I could do an international wire, but the fees are going to end up being a significant fraction of the amount I’m sending.

I suggested LINE Pay, but my friend can’t install it. (Perhaps it’s blocked in China?)

I tried Alipay, but spent an entire evening trying to get my bank account verified. I’m trying to link a Taiwan Cooperative bank account. Alipay keeps spitting the number out, saying it’s not valid.

Are there any other options for sending money to China?

Paypal, you can send money out of Taiwan with Paypal but not within Taiwan.
