Yeah this is true, the electricity prices in Taiwan are still cheap.

Singapore is 0.28 cents (SGD) per kWH = 6.63 NTD per kWH:
USA is 0.173 cents per kWH on average = 5.45 NTD per kWH:

Highest place in the USA is 0.477 cents per kWH (San Diego) = 15 NTD per kWH
So the electricity rate here is 62% cheaper than in Singapore and 53% cheaper than in the USA.
From personal experiences, I only had to pay around 800 NTD every 2 months for my old place and I used computers, electric grill, occasional A/C. I was surprised how cheap the electricity was.
