Nope, that’s not the (only) reason, though it might be useful at times. 
Never heard that there might be such a legal requirement, it probably depends on the country anyway.

It’s good to have a zoom on the iPhone.
It makes the crap camera a little less crappy.

What I like is being able to stream my satellite TV to the Iphone.
It’s looks like sling media won’t have an Iphone app for ages but there are other products that allow live streaming from my satellite receivers to the Iphone. 
Thank goodness I do not live in sf or even go there often now
