If a motorcycle is cobbled together from an old frame, rebuilt engine, and spare parts pulled from multiple used /scraped / replacement parts, can the Frankenbike be legally registered?

Taiwan is weird with vehicle registration. Any significant modification is illegal and even repainting it in a different color must be registered.
But lots of people still modify it because the worst thing is a fine and the bike is confiscated.
