I called the AIT and someone there was able to explain to the HR clerks what it was I needed and why, and that it could indeed be done.

So, are you able to explain this to us here? That way others here won’t need to have the AIT call the HHR office again.

A rundown of everything that happened probably wouldn’t be helpful, as I discovered that every Household Registry office has different standards and levels of knowledge regarding foreigners.

I basically took the route of meishijia above and eventually had to get terse with my HHR office because they were stonewalling me over a single point on the registry transcript by saying that they couldn’t put the English name (this was after getting the English birth certificate) of my child because there was no line for it. That’s when I called AIT and asked them to explain the the HHR office people handling my case exactly what it was I needed because they either weren’t following my Chinese or English or just didn’t know what they could do, which was deleting the transliterated name on the form.

Now, I repeat that knowledge levels seem highly variable, because then my Taiwanese wife went in last week to get our child’s Taiwanese passport processed, and the officials were asking her how to do everything, even though it was their job to know and do this stuff! They literally told her they didn’t know how to handle dual-citizenship.

So, really, just try everything. Get the Chinese HRT first, then get the hospital to release the English birth certificate with an AKA, and then go back to the HHR office to get them to swap the transliterated name for the chosen aka English name.
