Ok I’ll preface this by saying that my internet is actually broken and that I’m writing this from a computer cafe.
This is one question that I could get answered that would be very useful: Is there only one ISP in the Taipei area? THis seems too much to hope for, but you never know. If so, what is their phone number? Is there an English-speaking option? If so, I can attempt again to fix it if I have that stuff.
Also, there are specifics that I could have if I spoke Chinese. I don’t. They’ll be listed below, but honestly, if I had the information/spoke Chinese/was able to make understood what I need then I might be able to straighten this out. But I don’t.

How I Broke It:
Installing a game. It asked if I wanted to hook it up to the internet and I said no. After that, I was unable to use the internet.
What My Computer Says Is Wrong and Weird Stuff Happening:
I need a service name for it.
-I am unable to get this information. I don’t know the ISP my building uses or its phone number. I am not able to make myself understood to the landlord, landlady, or their daughter. The daughter speaks a little English, and I don’t speak any Chinese 
My computer says that the internet connection is there, but it won’t connect to it.
-It won’t connect to the cable that goes into the wall (sorry, not sure what kind I have).
-It’s been trying to ‘dial’ sometimes when it finds out there is no internet. It has never done this before when I’ve had internet issues of this kind (when I was first setting up in an apt and needed this kind of information)
Specifics that I Do Know About My Computer:
-I’m using 64bit Vista.
Um. I’m sure I know other things, but what is necessary for this aside from the OS I’m not sure of…
What I’m Hoping For:
Can someone give me the service name? Sure there are a couple of different providers but I figure if I try them all something’s bound to work 
If that doesn’t work…
Someone who can speak Chinese. I dont know anyone yet. I figure $900/hr?

And I’m afraid you have provided very little information to even guess what might be the problem. Are you using ADSL probably? Some of those PPPoE ones? (with name and a password?) Did the landlord/landlady provide some of those instructions (probably in Chinese) how to set it up? Is your operating system (or the Internet connection) in Chinese, or does it say anything – some warning, message, or all else as before?
