Have you ever ridden a scooter or motorcycle? Taiwan is not a great place to learn unless you’re outside a major city. No other transport options to your new place of work?
There was a group hand holding through the process in English for a fee, try searching on Facebook, if language is an issue. There’s loads of information on youtube and various websites, including this one, so maybe do a search. There’s also a few foreigner specific motorcycle Facebook groups that are good sources of info and support.
If you can afford it buy something new. Not something I’d normally recommend for a beginner but if this is your transport to work you need something reliable to get you there stress free on the mechanical side anyway and replacement plastic parts are cheap in Taiwan.

For written test practice, there’s a decent app you can try (you can change the language to English)
As for driving lessons, I suggest visiting your local testing center first to observe how others take the test—it can give you a good idea of what to expect. The test itself isn’t too hard if you’re confident in basic balance and following traffic rules.
If you have coworkers or friends who ride scooters, ask if they can help you practice after work—an hour or less of practice at a nearby lot can go a long way.
For more formal training, you’d need to inquire at a driving school for private lessons
That really depends on your budget. Just be cautious with used scooters over 5 years old—even if they look great on the outside, the condition inside might not be.
A good first step is to try rental scooters like GoShare, WeMo, or iRent after you get your license. They have different models and pricing plans, and once you get a feel for what suits you best, you’ll have a better idea of what to look for when buying.
You don’t need a license to buy a scooter, you need on to drive on public property.
Buy new, or take risks with use.d. no one can give you a “good” place for sued as it’s a pretty variable situation with used vehicles. Best bet is find someone that bought new and either upgraded or koved out of country. Otherwise, it’s anyone’s guess. The recycle price is in theb4-9k range that is have seen. So the used price for anything running is going to probably be 10k+. The last used scooter I bought was in Aozhidi, across from Costco. 11k. Drove it for 3 years when doing train trips to kaohsiung. It was old and shitty, but it worked fine. Then got stollen.
Personally I find SYM total crap. A dozen or scooters later from hat brand and always massive problems, especially the newer ones. I like the older kymco. But they certainly won’t get you laid on Friday night
Some smaller e-scooters look just like the regular scooters but smaller. They fall into a different category and don’t require a driver’s license as far as I know. Smaller, lighter, much less power. Not sure how they work in traffic though (could be too slow).
By the way the written test is pretty challenging. I passed written tests in the US w/o preparing. I tried online simulated tests in Taiwan twice and failed twice.
We do not need one more car on the roads here. Honestly OP, you said you are moving to Taipei. Get a bicycle and use public transit. There is no reason to add to the misery here.
