I am a scholarship student studying in Taiwan. I was offered a small consulting job for an overseas company. The problem is that they need me to issue them an invoice.
I was wondering if you could help me with some questions
Do you know what is the break even point to register your own business? How much work will make it worth while to register and issue the invoice under my name?
Are there companies in TW that can issue the invoice for me (i.e. they contract the company, issue the invoice and pay me the money after deducting a handling fee)?

It’s complicated, but not ridiculously so. The best thing is to find an accountant who speaks English and has done business with foreigners before. They can lay out your options.
Do you need an official invoice from an official company in Taiwan, or is this an invoice asking for money for freelance projects?
If the former, yeah, you’ll need to set up a company and deal with an accountant, etc.
If the latter, do a search for “freelancer invoice template” on the internet.
I’m guessing it’s the latter. You’re doing work for an overseas company. Really, on Taiwan companies want/need official invoices.

This does not directly address your question, but may be an important thing for you to consider before taking on a job like this: do you have a work permit or other legal arrangement (such as a possible specific legal exception for students) that allows you to take on this job?
If not, the work could technically be illegal for you, and could come back to haunt you in the future if there is any paper trail – whether in the form of an invoice or a tax withholding statement on which your name appears.
(I don’t know your exact situation, so obviously feel free to ignore this comment if you’ve already looked into the specific legalities of working here in your situation.)
is the company in taiwan at all? if not, why not just run the work through a foreign bank (like one where you are from) and not deal with taiwan at all?
you can be here and make money, you just can’t make money here (on certain visas), see what im saying?
