No.
Your only possible recourse is to try different DVD players in the hope that one of them works, and make a copy. In the only days some players had slightly half-assed error correction and more expensive players would do a better job. This may or may not still be true.
If it’s just the bottom scratched, you might try polishing them out… there are machines out there for this purpose. Scratches in the top is worse because the actual data is in the top. Scratches in the bottom just makes it harder for the laser to read it

what Hamletintaiwan says, if the scratches are not really deep. Apply plain toothpaste generously, pick a smooth and clean cotton cloth and extend the paste around the CD/DVD in circular motions applying a little amount of pressure (without pressing too hard or you’ll scratch it even more). Rinse when done, let it dry, try it again. Repeat as many times as necessary.
Yes, it is possible to remove scratches on the bottom of the CD/DVD with polishing. Care must be taken. Some suggestions on what materials to use:

If you can make the DVD readable again, copy it as soon as possible.
Note that DVD-R and DVD+R copies might not be as durable as an original. That depends on the quality of the DVD-/+Rs that you buy. The “gold” ones seems to be good, but somewhat more expensive.
Polish it with a special CD foam thing, then try to move the data to you comp or something
