Shoot the soldiers up in steroids, which have the side effect of causing sexual urge and organs to diminish. It would make them stronger too, and therefore better soldiers.
Overuse of anabolic steroids can result in erectile dysfunction, but they generally increase libido.

They should develop some drug that would basically amount to chemical castration but vastly enhances the soldierās strength. You get two for one, no problem with rape (canāt rape if you have no sexual desire) and have super soldiers.
Opposite. You have super hormonal people that are ramped up to the max but cannot accomplish as they once could. then have frustrations amping up their short tempers. these situations end up with harsher violence, not lesser. A bullet would be more humane for the poor ladies.
again, no war. where there is unjustified murder and atrocity, rape will exist. hard to expect otherwise
