I am living in Taipei right now, I want to move to Hualien or Taitung to study Chinese. Either Tzu Chi University of National Taitung University, which one is better for learning Chinese ?
How are the living conditions as a student/person in either cities? Is transportation convenient?
If you’ve never been to these unis, have you heard of anyone studying here ?

What do you mean by “transportation”? If you have your own bicycle, you can get things done in either place. If you are relying on public transportation, not so much.
Full disclosure: I have neither lived nor studied at either place. My impressions are just drawn from visiting these cities. Definitely @Steve4nLanguage would know more.

If you’re looking specifically at land in Taitung, I’d stick with NTTU first, then NDHU, because it’s a bit south of Hualien City and quick getaway to Rift Valley and beyond. Tzu Chi University in downtown Hualien City about 17km north of NDHU.
Quemoy University would be cool, just to say you’ve done it.
