Btw, is the ecitizen id easy to get while overseas? I’m already out of Taiwan after a 10 day trip to move in my HHR.
I don’t think it’s possible to get id cards overseas at all. You would at best be able to get passports or travel documents.
Yea, I reckon the card version is probably more difficult but wondering if it could be either applied for online and sent to my HHR address in Taiwan or if the App version can be registered while overseas.
I don’t know of any way. Only way I know of to get the id card is to go in person to the hhr office.
Talking about the 自然人憑證 ecitizen id actually, sorry, wasn’t clear
You still have to show up in person to get it set up, and I believe (at least when it first came out) it requires a card reader.
Yea, something I hadn’t thought if I may need, didn’t get a card reader too. They also have an app version now though, so wondering if anyone has tried that out.
For citizens need to go to HHRO to apply, for foreigners on A(P)RC need to apply at NIA service centers
So the HHRO/NIA requirement applies for the App version as well? Guess it’s a next time thing for me.

Yea, it’s why I never bother with it. It’s a pain to set up, and it doesn’t always work. Thankfully many online services like EZ way (for citizens), NHI, and such can be done with your phone provided you’re using a sim card registered to you. Easier than faffing with that digital certificate crap.
I just downloaded the app (行動自然人憑證) from this website—> 首頁- 中華民國內政部行動自然人憑證系統
and registered my info in the app to activate the app. For the registration process, there are 2 ways to go about it:

Using the physical card & a card reader, go to the above mentioned website and click on “立即註冊”, after which you will be directed to install the HICOS component (if you haven’t yet already installed it) and then after filling in your details (email & mobile number), you will be given a QR Code to scan with your phone and thereafter, your phone will be “bound” to your account. I used this method and successfully “綁定ed” my phone and am now able to use the app.

Using your phone’s NFC capability, you can bind your phone to your 自然人憑證 by tapping your phone to your physical card.
So to answer your question, YES! You will require a physical Citizen’s Digital card to use the app.
No! You need to go to the HHR in person and apply for it at the counter. You cannot apply for it online and have it sent to your address.
Thanks all for the info, guess it’s something those of you who feel they need it should also apply for when setting up HHR and get a card reader (saw one at a 7-eleven when i was there)
