Incident in a Wanhua Bar (SA Warning)

Unfortunately this is not a good post and it should probably issue a warning concerning SA.

A friend of mine seems likely to have been the victim of a potential sexual assault and possible drugging at a bar labelled as LGBTQ+ friendly in Wanhua District.

They had been drinking, but not enough to explain a full blackout. Yet, somehow their memory was very hazy and they have little to no recollection of the night.

There was evidence of injury (discrete bleeding), they felt discomfort, but no strong explicit pain. This, along with the limited alcohol consumption, makes us think that they may have been drugged.

They admitted that they had let their guard down, because they had a general perception that Taipei is safe, which generally it is. However, they did not know that Wanhua is one of the more rougher areas.

Is anyone familiar with any bars labelled as LGBTQ+ friendly in that area, with a bad reputation that people tend to avoid?

The person in question struggled to retrace their steps to the bars exact location, but they suspect one particular place, and know that it is in the Wanhua area.

However, the place they suspect has very limited online information. There are some socials, but no online forum discussions mention it.

If libel/defamation is something that anyone may be conscientious of, a private message would be okay, too.

Maybe it’s worth pointing out that that district includes the Ximen area as well as Wanhua proper.

If they suspect date rape and it wasthe last few days get some blood and urine samples taken , it only lasts a few days in the system. I don’t know the procedure though or how to do this without going to the police.

I mean, they should probably go to the police, presumably? I would have thought there’s CCTV around there that should be useful.

They had gone to the hospital for a test, but results came back negative, likely because too much time had past if a drug was given. The hospital explained that a lot of sedative drugs can pass from tests quickly.

We had asked for the hospital to conduct a thorough examination, but they just seemed hesitant to do so, and so they didn’t.

It was quite frustrating for my friend because little physical evidence could be collected in time.

We contacted a lawyer about contacting the police, but they informed us that when filing reports concerning SA, particularly when substances are involved, Taiwan’s legal system can get quite complicated.

The lawyer explained that a lack of physical evidence could mean that the police may not be convinced to look into the issue. Additionally, because alcohol had been consumed, the lawyer believed that the police may just conclude that the person simply “drank too much”. Hence why they could not remember.

However, this next part was the strong deterrent against reporting it.

The lawyer had informed us that if the police were convinced and did arrive to the bar to check CCTV footage, it would be very important for three things to be present:

  1. A CCTV camera was in the bar
  2. The CCTV camera worked
  3. The CCTV footage shows an offence taking place

If number 3 was not shown, the bar could claim a libel/defamation case against the person, claiming that nothing happened to them and make up any story in order to defend the bar, accusing the person of slander.

But the worst thing that the lawyer explained was that if a drug test had turned up positive, and CCTV did not show the person’s drink being laced with a drug, the person may be accused of taking drugs, and charged.

If the bar did not have CCTV footage, and even if the person had a negative drug test, it was explained that the bar may even accuse the person of drug use to protect themselves and deter the person from taking any further action.

This all sounded very unfair, but the person has already been through enough, and we were not ready to put them at risk of penalty, when they have not done anything wrong.

In regards to this post, I am new to Forumosa, and I realised that there is no way to DM users.
If anyone feels like they may have some knowledge on a bar described in the original post, please leave a comment and I can send an email address to contact, to avoid any legal implications if that is a concern.

They can still potentially detect these drugs up to 7 days post ingestion in urine.

This is also something I was concerned with the keystone cops here.
Still I think it may not be necessary to accuse the bar as such but somebody in the bar laced the drink , that would not be defamation of the bar itself I would have thought.

They doesn’t know which bar it was.

Very tough for law enforcement, to be fair.

They have deduced where the bar likely is, but they are hesitant about saying it.

I’ve asked them if I could post some form of description of the bar they suspect, and they agreed.

Apologies that these details are vague, but they are very worried about the risk of libel.

The bar in question is on a third floor.

For testing, pay out of pocket and get it done ASAP. Probably the jnly way, if not too late. Don’t wait for police, lawyers, NHI etc. The hospitals are companies, if you pay out of pocket they are more than happy to run any examination you need. The only thing is to get it done FAST. In this regard, expediting most hospital visits can be done via going to the ER. The doctors in the ER are able direct a fast check without going through the painful wait in the regular part of the hospital.

My suggestion:

Go to er. Explain what happened, don’t tell yhem you are unsure.

Whatever their response about police, just say you want to pay yourself for the tests right NOW. You cannot wait.

They will alblige and setup, you should be good to go within a few hours depending how bust they are.

The other stuff such as evidence will be hard. But, it shouldn’t be hard to get tested. But you may need to pay.

Unfortunately, we had gone to the hospital.

They refused to do the examination when they arrived.

We’re not sure why, but they informed us that we needed to go to the police first.

We offered to pay, but the hospital still refused.

They just kept saying to go to the police.

But without the examination, we had no evidence.

At this point over a week has past, we are going to try another hospital, but in all honesty, physical evidence is looking less likely.

That’s why we are are trying to see if anyone is familiar with a bar in the posts description.

Labelled LGBTQ+ friendly, in Wanhua district, and on a third floor.

My friend wants to know if anyone knows more about it, particularly if they have cameras.

Hopefully, we might get lucky and the next hospital can be pursueded to do both a drug and physical examination.

But, in the event that doesn’t work out, getting information from others who may have more knowledge about the bar could be something.
It may amount ot nothing, but it gives us some hope if our hospital plan falls through.

Again, DM is fine for the sake of discretion with regards to bar information.

I honestly don’t get the insistence on trying to get input from others about the possible identity of the place. If you think/suspect this happened, I don’t see any reason to delay immediately going to the police to report that you think/suspect it happened, then letting them take it from there. I think you’ve already left it quite long tbh…

A post above mentions several reasons they’re concerned about that.

I saw the post about the defamation/libel aspect, but I don’t see how reporting a suspected case of this to the police and relaying the story honestly and accurately would constitute defamation/libel?

And if it does, what good would it do to hear from others about their thoughts on the possible identity of the place from the few details given? They’d still need to go to the police if they want to do anything, and if they want to keep any evidence to support their case the clock is ticking (and may have been ticking for too long already).

To note, many a government employee has mentioned the defamation issues are related to publicly disclosing it. NOT about going to the police. Police are government and lice sed to deal with this. No one should be able to be prosecuted for reported an incidence. People CAN be fuxked for posting on forums, social media, line etc etc details of names. This is a worry. But going to the police should be step 1. Step 2 is the hospital. All should be done within the same few hours.

Either way, the ER can arrange the computers to do the tests. You will pay the ER fee as wrll as whatever fees are associated with the tests. Demand this, don’t ask and accept their bullshit answers. Demand it. Get the police stationed at the hospital to help if you need, make it loud and public, let them see you are video them. They will concede. Sometimes Taiwan is fucking retarded this way.

A police incidence report should absolutely be filed. Even if you do find this bar, and they don’t get rid of video evidence to avoid problems, without that police report it’s going to be HARD to prove anything in court. In that respect, the hospital was helping you by saying do that. But perhaps not explaining why. So, this is why. Got the report. Get the tests. Go back to police with any evidence or ideas of place. Most CCTV camera data are recorded over in 7 days. So time is not on your side. Police will help if you insist and follow the procedures.

My suggestion is, upon reading this, go immediately to the police. File the report. After, go immediately to the hospital ER (as they are 24h, so it doesn’t matter if you read this at 2am) and Demand the tests. Pay out of pocket if need be.

While waiting for results go back to the police station nearest where you thunk the problem happened and ask them to track back on their video streams. They wont put in that many hours of work unless you are willing to work and prove it’s a problem.
