Is chunghwa the only house phone provider?

is chunghwa telecom the only company that provides land lines ? can you get a local number with an IP phone from an ISP?

I’ve never seen an IP phone setup here in people’s homes or any company out selling that product in public. I’m thinking it doesn’t exist. Home phones here are only like $80 nt a month making VoIP home phones pretty much not required.
