Is it legal for me to earn money online, offering services without registering as a business?

I would like to start up again an old online business I had, but don’t want the hassle of registering as a business. I guess the bit I am confused about is taxes, can I still declare the income and pay tax on it in Taiwan if the income is not from a registered business?

I know I could very easily not declare the income, and likely never get in trouble for it like most people here, but I’d rather be all above board and pay taxes instead of being part of the problem.

I have open work rights, so I am all good in that sense.

Yes, as long as you can legally own a business in Taiwan, then you can legally make money as a self-employed person without incorporating, like in most other countries.

You’ll just pay personal income tax as usual on the income generated from your business.
