276,000 people approved for rent subsidies in Taiwan last year. 44% reported having had a dispute with a landlord at some point. Most common disputes: applying for subsidy (tax) 16%, repairs 13%, household registration, and arbitrary rent increases.
Foreign nationals are not eligible for rent subsidies.

They recommend still coming to a peaceful agreement with the landlord. It shouldn’t even be up for negotiation, but this is Taiwan so…
