This might not be the best place to post this question now that I moved from Taiwan back to the the U.S., but I’ll give it a try.
Does anyone know of a Taiwanese bank with online banking accessible from overseas (the U.S.)? To support my wife’s elderly father in Taiwan, we’ve kept a Taiwan bank account open. It would be nice to just be able to log in and keep an eye on the account from the U.S… Our bank says, however, that they only allow online access through phone verification with a Taiwan cell phone number. U.S. banks typically use multiple modes of verification, such as email. Does anyone know if some Taiwanese banks do the same? Is anyone able to acces a Taiwan bank account online without having a Taiwanese SIM card on your cell phone?

Once I set up online access at a branch, I can access my Cathay account from anywhere either through the web interface (available in English) or phone app (no English). There are no verifications necessary, but it does require a standard login and an additional “online pin” which was set up via the ATM at the branch.
Probably not helpful to you now, but at least in the future you know it’s possible.

But a friendly warning, dont enter your password 3 times wrong. You’ll get locked out and only a visit to the bank in Taiwan with your ID will get it unlocked.
Possible to access most Taiwan banks online from abroad without the local phone number verification, however you would have had to set this up before leaving Taiwan. Even for being allowed to transfer to others’ account must be set up before in person. Taiwan banks have close to zero phone/remote support for people abroad if you have not set this up beforehand.
I found this out the hard way. They said tough bananas, you got to wait until you get back. I had to go check a calender to see what year I was in that the banking systems were so primitive.
That and those oversized bank books that Amah feels she needs to update and takes forever as you wait for the ATM
Why do you care what they allow? As long as the website works with or without VPN you should be fine for basic access. For any transactions, you’ll need a local number for the OTP, unless the bank has allowed you to setup OTP via email or a foreign number.
