Legality of practicing psychology in Taiwan as a foreigner

Hi, I currently hold my masters in psychology and am considering returning to school to study clinical psychology. I was just curious if this would be an option in taiwan (thinking of offering counseling to other foreigners). I looked up license requirements but only found requirements for taking the test in Taiwan (which requires roc citizenship) can anyone clarify if this is a possibility?

Here is the regulation governing the exam for psychologist license, and foreigners can take the exam (Article 16), maybe in English to answer.

You need the license to work as a psychologist, iiic.
