There is no straight line to TAS anymore as they changed the direction of the trains. Xindian line does not go all the way to Tamsui anymore. You need to transfer at CKS station.
I would suggest living in Tianmu, behind Takashimaya, or up in Zhongshan section 6. Plenty of parks and amenities like movies and mountains for hiking. Soccer clubs and public swimming pools. All these are currently lacking in downtown Xindian, until they build the cinema complex in a few years time.
If you live in the mountains you would have to drive the kids up and down to TAS. Not that bad, maybe 30 minutes commute by highway.
There are several developments. I personally like the one up in Bitan, or the townhouse kind, yes with gym and swimming pool and etc. If you do not have to go out to work every day, they are great places to live.
