Marriage certificate translation question

How would you translate “The above signature certifies that this is a true and correct copy of the official record on file with this office. Seal of the State of Florida. Do not accept without verifying the presence of the water-marks. The document face contains a multicolored background, gold embossed seal, and thermochromatic FL. The back contains special lines with text. The document will not produce a color copy.” into Chinese?

Should the translation of my wedding certificate just be a literal translation, or is it supposed to be signed by the translator? Does it need any kind of statement at the bottom saying it is a complete and valid translation or whatever?

If a Taiwanese court’s notary office certifies (認證) it, the process should include the notary office stamping it to say it’s accurate. The translator is also supposed to sign/stamp it, apparently at the same time.

I’m basing this information on experience with other official documents though, not marriage certificates.
