In almost any culture, what you see is really only a few generations old anyway, even in old countries - think back to almost any country and what it looked like 100 yrs ago. 
Anybody who has ever been in one of the many places without a functional government?
Making it bigger and more powerful doesn’t equate to being more functional.
Nope. But the places with no functional govt tend to have these shitty little sideshows of govt, that make even mostly dysfunctional govts look good. Think afghanistan.
Sure there will be people who want to do the business who will get the short end of the stick. Tough shit at the end of the day, in big scheme of things mainland chinese are a problem, they have different values and they don’t integrate well.
And it is really the case, the percentage of chinese who leave china and go against the ccp is very small, they also don’t make it easy for them to do so with followed up harassment to their family back home for anyone who defects. Like i said, not worth the hassle.
