Safety concerns and provisions on tracks where motorcycles race are different than for cars. It’s easy to perceive Pen Bay as a safe car track since hitting a wall while inside a cage is more appealing (although not desired) than being thrown from a motorcycle and sliding into it. Wide run-off areas and gravel traps are necessary on circuits where motorcycles are to be operated at race speeds. As a motorcycle track, Pen Bay is not safe. It hasn’t stopped motorcycle races from happening there but there are a few videos of the Petronas Asia Road Racing Championship races/highlights on youtube that show riders crashing and sliding into the walls. In any case, a race track with the most safety provisions for cars and motorcycles requires a fair amount of land, and I don’t see any potential track builders wanting to use more land than they have to.
