My dad has a household registration but no ID

I went to the household registration in xinye anhe. To check my dads record and i found out that he has a household registration but doesnt have an ID 1957. Now my dad needs to get his ID.

Your father may get the ID at any HHR office.

I just hand them my fathers passport and they check it in their data base.
