Is it possible that 1999 can handle that request for me without having to put me through to 3 or 4 different departments.
I’m thinking of calling them (under the guise that I’m an ABT),I’ll have to speak Chinese since I very much doubt they can assist in English, and hoping they can handle the entire request and delegate as required.
Anyone know if this is possible, or should I just call and find out?

I don’t think this is isolated to Taiwan. I said superking’s suggestion of “would you mind changing the way you’ve been running your business for years in a way that will increase the costs even though I’m the first person to bring this problem to your attention” is naive because no restaurant owner anywhere in the world would respond to such a thing. If you say “you should clean up your act or I’ll contact authorities,” that’s a different situation.

Are you Taiwanese? How much first hand experience do you have with such things?
I can name three specific cases where Taiwanese people I know reported crimes or violations and were later threatened by the very people they reported on. Because the agency in charge kindly alerted the accused to the name, address and phone number of the people who reported them.
So let’s hear stories about how you heroically reported various violations and then faced down the threats that followed.
If you don’t have any, then shut up about Taiwanese being cowards. The threat is very, very real and only an idiot would move forward without taking proper precautions.
Tomas basically has the point. To make a complaint stick you need to give them your information, which they may gladly give to the offender depending on who they are. You see this with the Pingdong oil scandal where the farmer refused to give his info to the Pingdong authorities because he knew very well what would happen.
Just let it go.

Given my own experience with 1999 the answer is nothing. The entire service is flawed from top to bottom and just designed to make the mayor’s office look good. They sent me a message once saying that a case was closed successfully while I was still standing with the cops that they’d helped dispatch - cops who, by the way, utterly failed to do anything about the issue that they were called out for in the first place. When you call back to complain that the case is NOT closed you find that there’s no way to re-open the ticket, and no way to contest the premature closure of the ticket and you have to instead open a new ticket number, which in turn will be successfully closed within 30 minutes.
In other words, 1999 is a ticket-generating system that is designed to close a very high percentage of tickets within a matter of minutes. This makes the department look fantastic when they show their numbers to whoever funds them, but also makes them utterly fucking useless. A feel-good, do-nothing department. The people who work there must feel a fantastic sense of accomplishment when they see how many tickets they’ve successfully closed.
I’ve had the same experience with 1999 in New Taipei City. Once the proper authorities are notified, the ticket is closed. It’s just a game of passing the buck, really.

Just waiting for my company (in same building, also has lots of rusted construction outside) to pay my salary and bonus (I’ve been retrenched)… Reporting would put this all in jeopardy since they might suspect me and then not pay up…
I’ll keep you all posted… should be around 5th Feb or so when I get paid. This restaurant HAS to be reported. They store old food for up to a week in the emergency exit where it lies and rots. When the open drums are full, they throw it out somewhere. I wish the customers knew what happens behind the scenes;) On the bright side, I stopped eating out and now cook for myself.
