I’m very angry, having been dealing with TECO’s bureaucratic nonsense for over 2 months now, trying to get a marriage certificate authenticated, and all I can find online is more very discouraging and negative experiences other people have had. Has anyone had a positive experience with TECO, anywhere? Any calls to MOFA/BOCA that resulted in any changes? I understand each TECO seems to have the authority to make up their own rules, does the central competent authority really not matter?
I just want a glimmer of hope that this will be resolved.

TECO Manila was fine , and my son used TECO Boston recently and it was fine .
Never anything positive here, seems they are not so clear on the laws/rules themselves so they are just guessing all the time, so meeting with different staff is like brand new things are needed and old things prepared are moot
TECO Toronto was easy, fast and great to deal with.
TECO Sydney really pulled through for me when my boss fucked up my paperwork. The visa was in hand and quick, despite the mess I gave them.
TECO Milan normally is easy to deal with. The most recent experience was not as easy and I didn’t get my papers authenticated because apparently they were dealing with unexpectedly high demand, but the first several times were good.
I dealt with TECO Vancouver during Covid. They were kinda funny. The website and every person I talked to each had different requirements for what I needed for the visa. In the end I went with everything and just kept offering documents until the staff felt the paper pile was thick enough. Visa was promptly issued
Before that, I needed degree authentication. The form from the nearest TECO to the university asked for things like fax number and relevant person’s name, a lot of things the university said they couldn’t provide. So I did my best with a cover letter explaining the situation and an email printout from the university explaining for example that they didn’t have a fax machine anymore. I asked the TECO people to just do the thing, and they did. Easy.
In both cases, the competency was low on their end, but it caused only minor inconvenience and a bit of amusement.
TECO in HK is not the best, but if you fight their nonsense with some nonsense, you get what you need.
Fax number… then you got to Taiwan and realised all the government services required photocopies of everything all the time, even when they issued the original document???
TECO Houston has generally been helpful. Much better than the DMV.
