You need cameras. That is the evidence you have been talking about all along, since few neighbours are going to be willing to vouch as witnesses.
if you are renting, why not consider moving into another unit or perhaps a seperate building in the community?
Also, if the police don’t seem to care, then perhaps you can try recording the report you make to them too.
Oh, no, not good advice! Remember what happened to a certain Canadian teacher who tried to do that, hit out at a policeman who attempted to stop him, and ended up being arrested, cuffed, beaten and even slapped on TV by a xenophobic local politician.
Talking of whom, I wonder whatever happened to his case and the fellow in question. Surely he must have been charged with assaulting a policeman, interfering with a public official in the performance of his duties, and so on. He would surely have been convicted (that would be a formality), and may have faced a custodial sentence as well as possible deportation. Anyone hear anything on that?

I think this plus the letter on the elevator/in the stairwell are a lovely combination. You could even add in the letter that you have purchased a security camera to ensure no further damage to your apartment or harm to your children is inflicted. When they inevitably destroy the obvious fake camera, you earn even more sympathy from your neighbors as well as fantastic footage that the police will find impossible to dismiss for a lack of proof.
My best friend from high school and I lived in the same dorm our freshman year. She had three roommates from hell who treated her like shit because she was black and they did all sorts of things to her in hopes that she would move out. I don’t know exactly how she did it, though, but before the end of the first semester, all three of them were begging, in tears, to move out of the room.
She also happened to be a business pre-law major… 
Perhaps I can ask her to contact you for some pointers to eliminate your problem once and for all…without having to move.

Perhaps she put hair removal cream in their conditioners?

Anyway, not to really rag on the ‘tell the police’ parade. But it seems so hopeless to go to the little fellows. They don’t want to work, and when we do go to them for help we interrupt their card games and tv shows.
So, I say, if you live in a nice building and you put up the camera and catch them on it. Make VCD copies place them into all of your neighbor’s mail boxes and find out who the owner of the entire building is and send them one. Send a copy or two to the local tv stations(you know they need something other than cute dog does back flip trick to end their programing) and make sure that your landlord’s picture or building manager’s or building owner’s picture is included for the little pic they need to show when they introduce this story on the news. If that’s too much trouble, just send a VCD copy to the Apple Daily and they’ll show freeze frame action of the perps.
Either way, if you choose to stay.Take care of yourself and be safe.
This is a pretty unfortunate situation. I think alot of advice has been proffered thus far, and further to it, I know not what to say. Therefore, I have brought this situation to the attention of my advanced conversation class. I currently have two groups discussing the situation as I type and within the hour, they will write what they believe can be done. I am going to allow them to use my handle, but it won’t be me doing the writing. So, no grammar cops okay? Just thought you could use some objective local advice.

This is really a problem that is worth thinking about. We haven’t read anything above, we are sorry about that. If any of our ideas were posted already, it’s not our fault!!!
Here are some suggestions from Taiwanese people. First of all, we think the priority is to get actual evidence. Therefore, we think you can set up a secret camera at your front door. That way you can videotape the precise actions they do. Secondly, you can email TVBS and tell the TV station the whole story. Hopefully, they will report this story and broadcast it on TV. So people in Taiwan will pay attention to this situation.In addition,you can use the bulletin board in your neighbourhood in order to spread your circumstances out and warn other neighbours. Remember to use both Manderin and English! Then, you can also hire a person to investigate them in order to dig up their backgrounds and to find some evidence. If all of the solutions above don’t work out, we think the last option might be to move out, unfortunately. We know that this is really not a practical choice, and moving out may be time-consuming and extremely inconvenient, but this decision would be the best for your family.
Anyways, good luck to you is the only thing we can say. We hope our ideas will be beneficial for you and whom you love.

We are so sad to hear about such a tragedy. Some ways that we think you could try. First of all, you could set up a camera in front of the door in order to get the evidence. Second way that we think you might communicate more often with your neighbours face to face, and come up with a way which makes both sides feel happy. By the way, if this solution is not working fine with you, maybe you should try to change your lifestyle to make you feel safer such as putting your shoes inside your door!

Definitely use a DVR card to capture the action – get a nice digital video showing your neighbors shitting on your doorstep, setting their tapeworm-infested poo on fire and ringing your doorbell. Take that video and ensure that it gets emailed into the farthest corners of the world as a prime example of what normal life in Taiwan is all about, no matter what the “MIT” ads say.

If you aren’t willing to get video footage of thes A$&holes for evidence, then consider moving. Strongly. A bit inconvenient and expensive, but worth it in the long run. Even if you vanquish these criminals, they may come back to haunt you after the fact. You’d be back to square one with the harassment.
