I imagine APRC holders will be eligible. It was also the case when they gave out those “funny money” vouchers back in late 2020. Foreigners only got them after a while, basically, they served us up the scraps of the Taiwanese who didn’t even bother claiming them.
What a pointless ploy. I’d rather see these funds invested to strengthen Taiwan’s resilience and defence (and I suspect I know all too well why these funds are NOT being allocated by the LY for such purposes).

Text of the bill just says the people 民眾 will get 10,000. The Executive Yuan will decide who is eligible as in the past.
Spend it on building some footpaths? Not some half thought out green painted section too.
If there is any cash left over after that, chuck in a few bins.
