Amex is one.
Then all operators of electronic wallets (like jiekou) are nonbank FIs (line pay different since line now is also a bank).
There r also very specialised remittance operators who operates for blue collar foreign workers payments back to their home country.
Technically PayPal operates hete via a special agreement with Esun bank.
That’s it tbh, but some more might come in the future.
Financial institution is an umbrella term that covers a lot of financial services, such as insuranace companies, brokerage firms, and investment dealers, beside banks. Of course Taiwan has all of those. Not sure what you are asking.
