It means whatever you want it to mean, just like anything else you type.

And here I thought it was to signify uncomfortable silences, one of those “O…kaaaayyyyy?” moments. You know the sort, like in cartoons where you can hear crickets or the wind whistle and tumbleweeds blow after somebody says something jawdropping.
